Historical Significance and Location
Located directly in front of Seoul City Hall in Jung-gu (중구), Seoul Plaza is a historic site associated with major political events. It served as a venue for the March 1, 1919 Samil Independence Movement and the pro-democracy movement in June 1987. The area was originally a roadway before being transformed into a public space.

Transformation for the 2002 World Cup
The plaza was reborn alongside the 2002 FIFA World Cup. It became a well-known gathering place where tens of thousands of Korean soccer fans watched the games together. This period marked its establishment as a new landmark for both local citizens and foreign tourists seeking cultural experiences.
Landscape and Lighting Features
The center of the plaza features a lawn with an area of 6,449m². The grass is Kentucky Bluegrass (캔터키 블루그래스), chosen for its cold resistance and ability to maintain greenery year-round. At night, the space is illuminated by approximately 264,000 light bulbs.
Public Access and Seasonal Events
The plaza is generally open to citizens except on days when the grass condition is poor. A floor fountain (바닥분수) is located next to the lawn area. The site also hosts seasonal events, including a skating rink operated from December 19, 2025, to February 8, 2026.

Accessibility and Nearby Attractions
The plaza is surrounded by historic attractions, including Deoksugung Palace. Specific walking courses are designated for mobility-impaired individuals, such as elderly persons or wheelchair users. These specific accessibility routes require a companion, with electric device users allowed up to four participants per guardian.
Hy Seoul Festival and Skating Hours
The plaza serves as the venue for the Hy Seoul Festival, described as a harmonious gathering where tradition and future meet. This festival is conducted four times per year (계절마다 총 4회). Additionally, a skating rink operates at the site from December 19, 2025, to February 8, 2026. During weekdays, the rink is open from 10:00 to 21:30, while on weekends and public holidays, operating hours extend until 23:00.
Air Quality and Casual Use
The site is characterized as a place in Seoul where visitors can walk barefoot. It offers an environment where individuals can rest using warm sunlight like a blanket for naps. Current environmental conditions indicate that the integrated air quality index, fine dust, and ultra-fine dust levels are all rated as normal.
